The immensity of the site and the resources deployed
The grandeur of this transformation lies in the unprecedented scale of the modified facilities. The new production line, the fruit of European collaboration, is one of the fastest machines in the world, ensuring continuous, massive production.
The "BOX" project, named after this colossal transformation, involved :
- the redesign of a line dozens of meters long, involving the assembly of components from different machines
- the mobilization of hundreds of experts and installations from all over Europe
- Long-term support to ensure strict compliance with regulations and safe commissioning.
Norske Skog needed a technical partner capable of rising to the challenge of securing such an asset and ensuring that it was commissioned in strict compliance with regulations.
We were looking for a solid, recognized partner capable of supporting us on a project of this scale. Apave is a long-standing partner of our site who knows our installations very well.
Apave, a long-standing partner in safety
Apave was selected for its installation expertise and its ability to provide a global and local response to this large-scale project. The team at Apave's Epinal branch managed this colossal project.
Apave's involvement focused on machine technical assistance (AT machines). The aim was to ensure that all new and modified equipment complied with current safety standards (notably the European Machine Directive).
Hyper-technicity at the service of compliance


The technical challenge was considerable: to control complex machines supplied by European manufacturers. The expertise of Apave's Epinal teams enabled us to control the risks associated with this integration:
- Analysis of manufacturers' data: work began with a meticulous analysis of technical files and electrical, hydraulic and pneumatic diagrams. This document review ensured the consistency and theoretical conformity of machine protection.
- Cross-border verification: our experts acted as a bridge between suppliers' European standards and French regulatory requirements, operating in both French and English to ensure alignment of all parties.
Machine TA extended from the design phase, where consulting is crucial, to the final verification phase of the installation. "We were able to accompany Norske Skog from the design phase through to the verification phase, which gave us an essential global view of machine compliance on this project," explains Sébastien Delacre, technical assistance unit manager at Apave's Epinal branch.
In parallel with this major mission, Apave deployed its expertise across the entire scope of the Box project:
- Construction Technical Inspection (CTC) of the new infrastructures,
- Initial Electrical Installation Inspections (VI Elec) and Technical Assistance for Electrical Installation Compliance and Performance (AT Elec),
- Asbestos risk management,
- Lifting equipment inspections.
Thanks to this comprehensive and rigorous approach, Norske Skog in Golbey has not only secured its 330 million euro investment, but above all has equipped itself with a state-of-the-art industrial tool, resolutely turned towards the future, whose safety and conformity are assured. This success confirms the plant's position as a sustainable pioneer and key player in the European market for recycled packaging board.
