Congo: Mission of Consulting for Human Resource Management

Client Issue

The company BRASSERIES DU CONGO (BRASCO), a Subsidiary of the HEINEKEN and CFAO Groups in the Republic of the Congo, brews, bottles and distributes beer and carbonated soft drinks in the local area from its 2 breweries located in the cities of Brazzaville and Pointe-Noire. BRASCO has set about establishing a competency framework relating to its different professions. In a first phase, a competency framework has been drawn up for its marketing, commercial and sales activities. Given its ageing personnel and the necessity to hire, train and qualify new staff, significant needs have been identified for technical professions. Based on this jobs framework, BRASCO’s HR Manager would like to be able to identify the key characteristics of each position and thus have better visibility as to training needs. This project concerned 400 employees.

Apave Congo was contacted and asked to carry out this HRM consultancy mission. The services proposed were as follows: Preliminary stage (Provision of the job descriptions and organisational structure by BRASCO), Stage I (Observation of and familiarisation with the work), Stage II (Awareness-raising/Training of the work groups), Stage III (Support and finalisation).

Apave mobilised both a team of consultants from its subsidiary in Cameroon, which is specialised in human resources consultancy, and the personnel at its subsidiary in Pointe-Noire. In direct collaboration with the company’s management, Apave’s consultants initially worked to identify the existing situation. This was followed by chairing work groups, whose aims were to define and formulate the skills required to hold each of the positions. On this basis, the Apave consultants participated in the work-group meetings, playing the role of facilitators, then drew up the framework: the drawn-up competency framework was then submitted to the Technical and HR Divisions for appraisal and implementation.
