Client Issue

The Economic Community of Central African States (ECCAS) was founded on 18 October 1983. Currently, it has 10 Member States: Angola, Burundi, Cameroon, the Central African Republic, Gabon, Congo, the Democratic Republic of Congo, Equatorial Guinea, the Democratic Republic of Sao Tome and Principe, and Chad. The main missions of the Community are: - Promoting and strengthening harmonious cooperation and balanced, mutually supported development in all areas of economic and social activity. - Elimination of customs duty, and all other taxes with an equivalent effect on importing and exporting goods, between member states. - Promoting Peace, Safety and Stability in Central Africa. In order to take up the challenges of these goals, and facing its growth, the General Secretary of the Organisation wanted to be equiped with an Institutional framework and an Organisational chart. This enables him to fulfil all missions and set up Mechanisms to attract and retain (Human Resources) quality workforce, through an incentivising salary scale based on compensation practices in organisations of the same type.

Result/Testimonial

Following the validation of the Organisational chart at the Conference of Heads of State, the Consultants delivered: - A provisional Recruitment and Headcount Plan. - A Manual with detailed descriptions of all positions in the new organization. - An attractive Compensation System. - A Training Plan.

Apave Solution

In order to accompany the General Secretary in the realisation of this project, Apave a team of consultants specialising in Organisation, Human Resources, Good Governance, Regional Integration and Infrastructure, and realized on site a detailed Institutional and functional Diagnosis of the General Secretary. Based on the recommendations of the analysis carried out in close collaboration with participants on the site, a proposal for an Organisational chart was developed in order to optimize the performance of the Secretariat.
